Added Loot Manager for VIP users to manager their Loot list
Players can now have up to 20 "loot list" that can be loaded anytime via loot manager or by @alootid2 command

Added Vending Permit for autotrade for non-VIP users
All players can now use @autotrade as long as they have the rental Permit or VIP
